You can’t really sharpen a blurry image, since there are no edges to work from. But what you can do is apply “Hiraloam” sharpening (
High radius
lo amount) to enhance the definition and help it along. Unsharp Mask at a 10 pixel radius, but at a low amount will do the trick. In this case, it was applied through a mask to affect only the top an bottom of the image, not the center which is already sharp and would look nasty sharpened further.
